Software to control bandwidth?

Does anyone know of a piece of software that allows an administrator to dedicate different bandwidths to different users? I would like to use it to limit how much bandwidth my kids can have.

only one i can think of is NETLIMITER

Don't know if you use a router with your BB but I use a linksys router with my broadband and that allows you control bandwidth to any IP numbers on the network.
