Free sat tv on pc?

I'm asking this on behalf of a m8 whose m8 lol was asking about.

To cut the story short my m8's m8 has seen this thing on ebay that for a one off payment of about £10 I think offeres access to channels on the pc. This apparently includes the sly sprots and film channels. It seems to use a program called tvonpc.

I pretty much know it's a con or not what it seems to be. But does anyone know just what these kind of deals are or have any info?. I've seen them many times over the years and dont need then myself but I could just do with passing on the info to inform the person what it's all about.

i bought one of these 'offers' last year so i could watch stuff in work during lunch etc,
dunno if its the same thing cos mine was 4,99 but all it is is a list of streams sent by e-maill , you needed to cut and paste eache link from the text file to 'change' channels,
its prob a bit more advanced now but wouldnt say it was worth a tenner,
most of the links i got sent soon died and never recieved any updates ,
